Person 1 is in the Philippines and Person 2 is in London, and they will not see each other until December before traveling to Australia to get married on January 3rd. Can Person 1 sign the Notice of Intended Marriage (NOIM) form in their respective country in front of an authorised witness, and then Person 2 sign the form upon arrival in Australia? Or do both parties need to sign the NOIM form together at the same time? Thank you
